Before proceeding further, refer these papers to the Harbour Master who will be good enough to say-
1st whether the Petitioner, according to his own statement, was complying with the laws and regulations of the Harbour, secondly what trustworthy evidence there is that, on this occasion a Chinese revenue Cruiser seized or searched a junk within the waters of this Colony.
